How to get contracted with Health Plan of San Joaquin / Mountain Valley as a doula
Health Plan of San Joaquin and Mountain Valley Health Plan operate as one plan (“Health Plan”) for Medi-Cal members in San Joaquin and Stanislaus counties, and in El Dorado and Alpine counties since 2024. Its 2026 Provider Manual sets out how any provider joins, but says nothing specific about doulas. Here are those general steps, the doula contacts DHCS lists, and what to ask.

HPSJ/MVHP doesn’t publish its doula contracting steps (we checked its provider pages on October 5, 2026). The steps below are the general process plus what HPSJ/MVHP does publish. Confirm the details with its provider team before you rely on them.

Enroll with Medi-Cal first
The manual says the plan must ensure every contracted provider is enrolled in Medi-Cal fee-for-service, that you enroll directly with DHCS and show evidence of active enrollment, and that credentialing and contracting begin once Medi-Cal enrollment is confirmed. Ask the plan how it credentials doulas
DHCS’s list names hbayerian@hpsj.com as the doula contracting and onboarding contact for both Health Plan of San Joaquin and Mountain Valley Health Plan. The manual’s general route is the credentialing application at hpsj.com/providers, or a Contracting Representative at 1-888-936-7526. Ask:
- Which credentialing application doulas complete, and which of the manual’s credentialing requirements apply to a doula.
- What liability insurance, if any, it requires.
- Whether one contract covers both San Joaquin/Stanislaus and El Dorado/Alpine members.
Submit the application and pre-contract forms
Once your application and the pre-contract forms are in and credentialing has started, the Contracting Department contacts you to go through the contract. The manual is firm on timing: you can’t accept assigned members or referrals until credentialing and Commission approval are complete and your network acceptance is documented. Don’t schedule plan members before then.
Bill under Medi-Cal’s doula rules
Use Medi-Cal’s doula codes, diagnosis pairings and modifier XP (see our billing cheat sheet). DHCS lists providerservices@hpsj.com for doula billing, claims and payment questions at both plans.
In May 2024 the plan announced a Doula/Community Health Worker Recruitment Workforce grant: up to $70,000 for one year per position, including certified doulas, paid to employers that are contracted with the plan (FQHCs, plan- credentialed medical groups, 501(c)(3) community organizations, hospital emergency departments). The doula must be credentialed by the plan first. It funds employers, not solo doulas; ask whether it’s still open. Grant details.
How many HPSJ/MVHP members use doulas
Very few, at least early on. DHCS’s July 2025 report on the doula benefit put HPSJ/MVHP among the plans with fewer than 11 members using doula services between January 2023 and June 2024 (DHCS suppresses smaller counts for privacy).
