How to get contracted with Blue Shield of California Promise as a doula

Blue Shield of California Promise Health Plan is Blue Shield’s Medi-Cal plan, and for doulas it contracts in Los Angeles and San Diego counties (in Los Angeles, as one of L.A. Care’s Plan Partners). Blue Shield Promise states its conditions for contracting doulas but doesn’t publish the credentialing steps, so this page gives its rules, the contact, and what to ask.

Blue Shield Promise doesn’t publish its doula contracting steps (we checked its provider pages on October 5, 2026). The steps below are the general process plus what Blue Shield Promise does publish. Confirm the details with its provider team before you rely on them.

  1. Meet Blue Shield Promise’s three conditions

    Blue Shield Promise’s network page says it will only contract with doulas who:

    • Are approved through DHCS’s PAVE portal, not just applied (see how to become a Medi-Cal doula).
    • Have completed Blue Shield Promise’s doula-specific credentialing process.
    • Are currently providing services in Los Angeles and/or San Diego County.
  2. Email the Blue Shield Promise doula program

    For the credentialing and contracting requirements, Blue Shield Promise asks doulas to email bscpromisedoula@blueshieldca.com (the same address DHCS lists). Its general Letter of Interest address is for other provider types. Ask:

    • What its doula credentialing process requires (application, insurance, background checks) and how long it takes.
    • Whether doulas still submit a Doula Transaction Log for reimbursement, or bill standard claims.
    • Whether you need separate approval to serve Los Angeles and San Diego members.
  3. Bill and verify the way Blue Shield Promise’s manual describes

    • Eligibility: doulas must contact Blue Shield Promise to verify the member’s Medi-Cal eligibility for the month of service.
    • Codes: the DHCS Provider Manual’s doula codes (see our billing cheat sheet).
    • Doula Transaction Log: the January 2024 manual says to follow Blue Shield Promise’s Doula Resource Guide to complete a Doula Transaction Log for reimbursement. Confirm whether that still applies.
    • Records: keep the provider recommendation documentation for auditing.
